Many cryptocurrencies have a process for proposing and voting on potential changes before they are implemented into their respective networks (e.g., Bitcoin Improvement Proposals). Developers submit these proposals which outline how they would like to modify aspects such as consensus mechanisms or transaction fees; users then vote on whether or not they agree with these proposed alterations using various methods (such as proof-of-stake).
