The Federal Reserve System, commonly known as the Fed, is the central banking system of the United States. It was created in 1913 by Congress and is responsible for managing America’s monetary policy. The Fed has several tools at its disposal to help achieve its goals of promoting maximum employment, stable prices and moderate long-term interest rates.

One important tool used by the Fed to regulate money supply is setting a target rate for short-term borrowing between banks (also called “Federal Funds Rate”). This rate acts as an incentive for banks to lend money out or not based on how much risk they are willing to take on. Banks will typically borrow from each other when their reserve balances fall below this target rate level set by the Federal Open Market Committee (FOMC) which meets eight times per year.

Another important tool used by the Fed is open market operations where it buys and sells government securities such as Treasury bonds in order to influence credit conditions in markets like mortgage lending or corporate bond yields so that financial institutions can better meet customer needs while helping manage inflation levels over time. By buying back these securities with new money added into circulation, it increases liquidity within financial systems making more funds available for businesses who want access capital resources quickly without having too much pressure from external investors demanding high returns immediately after investing their own capital into said project(s).

Finally, another major role played by The Federal Reserve includes providing emergency loans during periods economic downturns through programs known collectively as “Facilities” . These facilities provide liquidity directly from The FED instead of relying solely upon private sector lenders/investors thus reducing debt burdens & improving business confidence across many industries; all while ensuring stability throughout various sectors throughout US economy until normalcy begins return once again following end any given crisis period..
